What IVASS Discovered
On September 11, 2025, IVASS – the Institute for the Supervision of Insurance – published a statement to report the presence of a draft counterfeit surety policy in the name of the company Försäkringsaktiebolaget Alandia, which has officially disclaimed the document.
The policy, which appears to be regular, has been circulated on the market with the clear intent of deceiving businesses and private individuals seeking surety guarantees. In reality, it is a false document, completely lacking any legal value or insurance coverage.
The alert comes just days after a communication from FIN-FSA, the Finnish supervisory authority, which informed IVASS of Alandia’s surrender of its authorization in the Surety (Cauzione) line of business in Italy. The IVASS register was updated on September 3, 2025, with the official closure of the line of business.
How Scammers Operate
The dynamic is now well-known and recurring: the unlawful use of a real insurance company’s name to lend credibility to counterfeit documents.
In this case, the following were indicated as official contacts on the fake policy:
-
PEC: alandiaforsakring@pec.alandiaforsakring.it
 - E-mail: info@alandiaforsakring.it

Both addresses have been declared false and not attributable to the Alandia company.
The scammers exploit these mailboxes to send copies of policies, logos, digital signatures, and credible quotes, leading victims to believe it is a legitimate insurance product. The result, as always, is a non-existent surety and a lost payment.
Who Försäkringsaktiebolaget Alandia is and its position
Försäkringsaktiebolaget Alandia is an insurance company based in Finland, subject to the supervision of the Financial Supervisory Authority (FIN-FSA).
The company was authorized to operate in Italy under the freedom to provide services regime in various non-life insurance classes, including Class 15 – Surety (Cauzione), but has never issued surety policies.
On September 3, 2025, as officially communicated by FIN-FSA, Alandia surrendered its authorization in the surety class in Italy. Since that date, it is no longer authorized to issue or distribute sureties in the national territory.
The company has also denied any connection with the fake contacts and the counterfeit policy reported to IVASS.
